According to Chief Planner Wang, 75% of these 132 major projects were located in central and western parts of China, and 56% in poverty-stricken areas. These projects shall play significant roles in promoting coordinated development of regions and poverty alleviation in poverty-stricken areas.

The projects safeguard water supply safety. The Phase I schemes of middle and eastern routes of South-to-North Water Diversion Project were completed on time for benefit generation. A total of 22 billion cubic meters of water was delivered to the receiving area. In addition, the Main Canal of Diversion Project from Datong River to Huang River in Qinghai Province and Water Diversion from Huaihe to North Anhui have been put into operation.

The projects safeguard flood control safety. Three flood control projects passed the completion acceptance. The projects of Three River Harness in Northeast China, Phase II of New Yongding River Control in Tianjin City and Shuangsi Reservoir in Hebei Province, Key Dykes in Guangdong Province were all completed.

In 2014, the Chinese government made a decision to initiate 172 major projects for water conservation and water supply, with a focus on future demand and wellbeing of people. Up to now, 134 projects have been approved, among which 132 completed, with a total investment exceeding 1 trillion yuan. The targets and tasks proposed by the 2018 Government Work Report have been accomplished ahead of schedule. Some landmark projects were initiated or competed, including Project of Water Diversion from Changjiang River to Huaihe River, Water Diversion in Yunnan Province, Datengxia Dam and Chushandian Reservoir, and 23 major water projects have been put into operation.

The projects safeguard food security. The coefficient of effective irrigated water use increased from 0.516 in 2012 to 0.548 in 2017. We accelerated the rehabilitation of large and medium-sized irrigation districts and construction of irrigation districts in “Sanjiang Plain” of Heilongjiang Province. During the “13th Five-year Plan” period, we achieved the target of increasing more than 20 million mu of highly-efficient irrigated farmland per year.

On 6 December 2018, the State Council Information Office held a press conference. Wang Annan, the Chief Planner of the Ministry of Water Resources and Wang Shengwan, Director-general of Department of Water Project Construction, briefed the audience on the progress of major water projects, and took reporters’ questions.

In the next step, the Ministry of Water Resources shall coordinate with relevant departments and regions to take effective measures for speeding up preliminary work and project implementation. It is expected that all 172 major projects should be started construction by the end of the 13th Five-year Plan, and most of these projects should be put into operation and generated benefits by the end of the 14th Five-year Plan.

The projects safeguard ecological safety. Water environment and ecosystem of rivers and lakes have been improved thanks to the restoration projects including water environment improvement of Taihu Lake Basin, Niulanjiang River–Dianchi Lake Water diversion, and water diversion of Yellow River to Baiyangdian have been implemented. On 13 September, the Main Canal of Middle Line of South-to-North Water Diversion lifted up the water gates connected to three rivers of Hutuo, Fuyang, and Nanjuma in Hebei Province. The pilot projects of groundwater recharge in North China was initiated and a total of 440 million cubic meters were artificially recharged to groundwater aquifers before 30 November.
